With a view to reforming the present state of affairs, the chief suggestions made by the Commission are that close supervision by an officer of the Medical Department of the Colony should be maintained; that a Chinese trained in Western medical science should be appointed resident surgeon in the Hospital; and that a steward should be especially entrusted with maintaining the Hospital in a clean and sanitary condition.

Since the outbreak of the plague in 1894 the Colonial Surgeon has supervised the Hospital, but, owing to the other duties which he has to discharge, he is not able to give such time and attention as are requisite for thorough supervision. In order, therefore, to
